Gabiley " The Agricultural city of Somaliland

Farming makes land rich, for this reason it allows the climate to be good/survivable but later this years the farming has decreased in gabiley which could make it closer to desert and thus the climate would change, no matter haw long it takes but if we don't take an action to motivate the citizens in Gabiley much would be loosen, every one including me would regret later.
as a Somaliland GCC team haw could we challenge for this issue ?
