the private schools

in Iraq a lot of people put their kids in  private schools because in private the teachers teach better than in the public even they are the same teachers in the public and private.
I want to know why they make a different between the private and the public schools why they don't teach in the same way!
in the private they teach the student English and french but in the public they teach only english and don't take care of teaching it
